Highly Interactive Tsunami Warning System

The RATCOM project aims to develop a warning system for tsunamis and coastal flooding.

The project is organized around two major functional components:

  • An escalating component whose primary function is to deliver, from automatic processing of measurements collected at sea and ashore, qualified and coordinated information about tsunami alerts, aiming in particular to minimize the false alarm rate. In addition to this real-time processing, decision support tools, based on modelling and simulation have been developed and made available to the agencies charged with managing the crisis and initiating interventions.
  • A downstream component, whose main function is to provide an effective means of reliable communication and to transmit the alert via a local network, then to generate mass distribution of the information. It includes a secure telecommunications network for professionals called Secunet, using an Extranet, offering adapted services and connected to public message broadcast networks: sirens, variable message signs (VMS) fixed and mobile telephone networks, satellite networks, radio and television. National and local authorities as well as those involved in the management of risks are associated with this project in a group of users whose mission is to comment on relevance and consistency with existing proposed and retained solutions in RATCOM.
