Services for the marine framework strategy directive

A strategic approach for the benefit of the marine environment The environmental market is subject to strict environmental regulations. The new EU Framework Strategy Directive on the Marine Environment is aimed at the proper ecological condition of coastal marine areas. It completes the Framework Water Directive (2000). It implies a more extended and complex monitoring. It also involves the interaction of activities and developments with ecosystems, as well as the restoration of degraded environments.

A three-level area of operation

  • Scientific issues related to biodiversity and ecosystems
  • Observations, monitoring and sea measurements
  • Organization and development of services, demonstration on sites of ecological engineering, coordination, enhancement and dissemination of knowledge.

Technological innovation faces challenges

The keys to innovation are based on :

  • The integration of multiple environmental issues.
  • The coverage of a very vast marine area which stretches from the coast up to 200 nautical miles and reaches the foot of the continental slope.
  • Spatial and temporal measurements and monitoring of natural and exploited
  • Ecosystem health indicators and qualification.

Strategic challenges include :

  • The goal of occupying the leading position on this emerging market abroad.

Market potentials to anticipate

On the medium and long term, innovative service and instrumentation system markets will develop for the integration of regulation applications. The challenge is to start now in order to be among the leaders. This involves markets in the field of technological systems, monitoring services, protected area studies, ecological engineering and communication.

Territorial assets and partnerships

Pôle Mer Méditerranée gathers about thirty enterprises concerned with these issues, integrators, service companies, and green engineering :

  •  the key groups (Thales Alenia Space, Véolia, DCNS, AREVA,…),
  • an efficient network of innovating SMEs (NKE, Ixsea, Acsa, Copramex, Acri, Subseatech, Semantics, BRL, Comex, Flodim, Galatea, Oceanide, EMC3, Nautiscaphe, Architeuthis, Ecomer, Virtualdive, BMTI, Creocean, In Vivo, Souffleurs d’écume, ECA,Cybernetix,…),
  •  laboratories of excellence including the Oceanographic Observatory of Villefranche-sur-Mer, Arago in Banyuls, Oceanologic Centre of Marseille, Ifremer, IRD, IRSN, as well as universities.

A partnership has been developed in the framework of this program with the Agence de l’Eau (Water Agency) Rhône Méditerranée and Corsica.
