Mobilisation from start to finish

The RATCOM project, recently selected by the FUI, aims at integrating the competence of regional experts in the global alert network.

One of the consequences of the fatal tsunami of 2004 was international awareness of the need to have an appropriate warning system. The RATCOM project is developing a system focusing on tsunamis and coastal risks, managing the warning from the time when the danger is detected until the notification to local population. Other French regions (France’s overseas departments and territories) may be involved in this project, in addition to the Mediterranean areas targeted.  RATCOM involves two components, one related to monitoring and detection and the other dedicated to warning and communication. For project holder, Thalès Alenia Space: «RATCOM’s major challenge and innovation lies in the integration of proven expertise to produce a comprehensive, operational, efficient and reliable system». Its performance will be assessed according to the overall response time of the system: RATCOM’s goal is to reduce the response time from 30 minutes, currently, to several minutes.The RATCOM project federates the competences of four major Groups (Thalès Alenia Space, DCNS, SFR and EUTELSAT), 6 SMEs (ACRI-ST, ACRI-IN, I-PROCESS, CEDRALIS, JPGéo and C2 Consultants), 3 research bodies (BRGM, EURECOM and ISEN-Toulon) and 5 public bodies (CEA-DAM, IFREMER, CNRS Géosciences Azur and METEO France). One specificity of this project is to involve end users, risk professionals and territorial authorities. The RATCOM project represents a total amount of 7.5 ME over 2.5 years.

  • Half of the 17 warning networks currently in function need to be «modernized»
  • 2 major sectors for warning are concerned: professionals and the local population
  • Around 50 jobs should be generated in PACA during project development and implementation phase, and 150 in the long run.

Synergies between clusters

The RATCOM project associates 3 competitiveness clusters in the Provence Alpes Côte d’Azur Region:For the Sea Cluster, RATCOM represents the «environmental risks» component of the maritime security and safety theme. By the final phase of the project, it will be inter-operational with the SECMAR and CAPASEATY systems, developed in the framework of the PACA Marine Cluster.For the Risk Cluster, RATCOM will be one of the components of the CEMER (Euro Mediterranean Environment and Risk Centre) structuring project, which is itself linked to the European GMES project (Global Monitoring for Environment and Security).For the Secured Communication Solutions Cluster, the RATCOM component dedicated to warning and communication is directly tied to issues handled by the whole cluster projects. The RATCOM project includes the Martinique overseas department, in its user committee, in addition to State and local authorities.
